Brides-To-Be Please help? What should I do about my MOH? Should I demote her to a BM and have my #1 BM as MOH?

I am in a pickle! My MOH is my best friend in the city that I live in now, I’ve only been here for a lil under 3 years and I’ve known her for a lil over a year, now I’m not a girly girl and I usually don’t get along with other females, all of my other girlfriends live in the town that I moved from and are either attending or participating in the wedding. So heres my problem, the wedding is in 2 months and my MOH hasn’t done anything, not one thing to help me, she didn’t even go and get fitted for her dress until a week AFTER they were supposed to be ordered! My bridesmaid from my hometown has come 300 miles here and has done more in just one weekend than my MOH has, and my other BM’s have helped me with the favours and have done comparison shopping with me and has just been there for me. Now I don’t want to come off as a Bridezilla cuz I’m definately not! I’ve never asked anyone for help, but a little help would be wonderful as I’m already stressed out enough as it is planning this
To clarify on something, my MOH has already had 2 weddings of her own both of them pretty big ones too, about $10-15,000 each wedding, at least that’s what she has told me, so I’m assuming that she already knows the duties of a MOH, as she has already had two of her own. I can’t afford something that big mine is only gonna be about $2000 for the ceremony and reception and another $2500 for the rings, once we get them all, and I’m a DIY bride so I can save on certain aspects of the wedding.
