AVERAGE shoe size/shirt size/pant size for AVERAGE 12 year old boy?

I am shopping for a 12 year old boy who is on the smaller side, and have no information of his measurements as I am shopping for a child from a Russian orphanAge, Russian children tend to be smaller all around in comparison to US children. What is the average shoe size, shirt size, and pants size for a 12 year old boy? And should I be buying men’s size shoes or boy’s? I have found all these horrible sizing charts on the net, please help!!!
